The Cabinet has put a high priority on solving the Y2K problems and passed two important resolutions for establishing the ground rule for Y2K Remediation activities in Thailand as follows:

The Cabinet resolution passed on April 28,1998

  1. Approved the three Y2K implementation issues in government sector proposed by the Ministry of Science Technology and Environment as follows:

    1.1 Designating each Ministries to establish a ministry-level committee to evaluate and renovate the Y2K problem.

    1.2 The Bureau of the Budget be authorized to consider the budget for the Y2K renovation by:

    • approving Government agencies to adjust or change the items of the 1998 Budget for supporting the Y2K renovation costs;
    • concentrating on the Y2K renovation items in providing the budget for the year 1999, 2000 and the years after;

    1.3 Designating NECTEC to be the central organization for coordinating in providing knowledge and consultant to Government agencies for the Y2K renovation.

  2. To designate all Ministries to begin a survey of computer and related systems for Y2K problems, and work out a budget plan needed for remediation. The survey results must be reported to the National Electronics and Computer Technology center (NECTEC) within 2 months after the Cabinet pass the resolution for coordination and given that the Ministry of Science, Technology and Environment report the operation to Cabinet for acknowledgement.

To comply with the Cabinet resolution, there has been committee call "Ministerial Y2K Remediation Committee" (Y2K-MRC) in 14 ministries, which responsible for each ministry's Y2K remediation activities including departments and government enterprises under that ministry. NECTEC itself has been assiged as the coordinating body to ministries.

The Cabinet resolution passed on 23 June 1998

As the Y2K problem has a wide impact boundary and might cause serious damage if it can not be prevented by the right methodology and at the right time. And as the Cabinet already passed a resolution designating each Ministries to establish a Ministerial Y2K Renovation Committee, a coordinating body at the same level is considered neccessary to concert the policy guidelines as well as practical measures for all ministry's Y2K-MRC.

The Ministry of Science, Technology and Environment thus proposes the Cabinet to set up a supreme body for coordinating national Y2K activities in Thailand called "The National Y2K Coordinating Committee" (Y2K-NCC) and the Cabinet had passed the resolution on June 23, 1998.

The National Y2K Coordinating Committee, composition and responsibilities:

  1. Deputy Prime Minister (Chairman of National Information Technology Committee): Chairman
  2. Minister of the Ministry of Science, Technology and Environment: Vice-President No.1
  3. Permanent Secretary of the Ministry of Science, Technology and Environment: Vice-President No. 2
  4. Deputy Permanent Secretary of the Ministry of Science: Member Technology and Environment
  5. (5-19) President of the Committee on Y2K Evaluation and Renovation of each Ministry: Member
  6. Director of the Bureau of the Budget or representative: Member
  7. Director of the Office of the Auditor-General of Thailand: Member or representative
  8. Governor of the Bank of Thailand or representative: Member
  9. Representative from the Office of the Prime Minister: Member
  10. Representative from the Office of the Attorney-General: Member
  11. President of the Thai Bank Association: Member or representative
  12. President of the Industrial Assembly of Thailand: Member or representative
  13. President of the Commercial Commerce Assembly of Thailand: Member or representative
  14. Chairman of the Computer Business Association of Thailand: Member or representative
  15. Chairman of the Computer Association of Thailand: Member or representative
  16. Director of the National Electronics and Computer Technology Center: Secretary
  17. Deputy Director of the National Electronics and Computer Technology Center: Member and Assistant Secretary

The Committee's duties and responsibilities

  1. To cooperate with the ministries, independent agencies and state enterprises in the execution of the Y2K renovations;
  2. To set up schedules and measures for Y2K renovation, including contingency plans;
  3. To collect overview reports and status infomation of the Y2K evaluation and renovation of the government agencies and state enterprises, and report to the Cabinet every 2 months. In this role, the Committee is authorized to request progress reports on the Y2K renovation from every organization;
  4. To publicize the Y2K problem and the government's arrangements in order to alert and make understanding to the public;
  5. To establish sub-committee and/or working groups where necessary and appropriate for the execution of its tasks.
  6. Designating responsibles in the Ministries, independent organizations and state enterprises to report the result of the Y2K renovation to the Committee every 2 months and compare it with the schedules and policies of the Committee;
  7. Designating Ministries, independent organizations and state enterprises to appoint high level executives to be responsible for the Y2K problem and providing them with the necessary resources for the Y2K renovation;
  8. Designating Ministries, independent organizations and state enterprises to cooperate with the Committee for the purpose of the efficiency of the Y2K renovation.
